1920-1931 apprentice and municipal civil servant of the city of Kassel, joined the SPD. Co-founder of the Reichsbanner Schwarz-Rot-Gold in Kurhessen and Kassel. 1923-1926 study of law and political science at the universities of Göttingen and Berlin. 1927-1933 councilor of the city of Kassel, at the same time completion of legal clerkship. 1931-1945 attorney at law. 1945-1949 Minister of Justice of the State of Hesse and, from 1946, Head of the State Office of Human Resources. From 1947 member and vice-president of the economic council of the bizone at Frankfurt am Main.


Significant participation in the formation of the constitution of the Federal Republic of Germany.
1947-1969 state chairman of the SPD Hesse and district chairman Hesse-North. 1948-1949 member of the parliamentary council. 1949-1951 and 1961 member of the German parliament (Bundestag). 1950-1969 Prime Minister of Hesse. 1952-1970 member of the executive council of the SPD. 1952-1953, 1954-1961 and 1956-1966 Vice-President of the German Federal Council. 1953-1954 and 1964-1965 President of the Federal Council. 1964-1969 chairman of the board of directors of the State Bank of Hesse-Giro Center. Member of the German Federal Council from 1961.


Distinguished with honorary doctorates in philosophy from the university of Frankfurt am Main and agricultural sciences from the university of Giessen, holder of the Grand Cross of the Order of Merit of the Federal Republic of Germany and the Wilhelm Leuschner Medal of the State of Hesse.
